President Ferdinand R. Marcos Jr. has instructed the Metropolitan Manila Development Authority (MMDA) and the Local Government Units (LGUs) in the metropolis to temporarily halt the enforcement of its regulation prohibiting the use of electric vehicles on major thoroughfares.
The President underscored the importance of granting the MMDA an additional month to review its Regulation No. 24-022 series of 2024. He also suspended the issuance of traffic violation tickets, fines, and impoundment of e-vehicles.
“Today, I have directed the MMDA and all local governments in Metro Manila to give e-bikes, e-trikes, and other affected vehicles passing through certain roads in Metro Manila some leeway,” President Marcos stated, referring to MMDA Regulation No. 24-022 series of 2024.
“If they are stopped, it is to properly guide them on the roads they can use, as well as to remind them of the new rules being enforced to enhance safety and orderliness on the streets,” he added.
According to the MMDA regulation, e-vehicles such as e-bikes, e-trikes, tricycles, pedicabs, pushcarts, and “kuliglig” are prohibited from traveling on national and circumferential roads in Metro Manila to promote road safety. The regulation imposes a fine of PhP2,500.
President Marcos expressed empathy for the drivers and motorists affected by the implementation of the MMDA’s regulation, emphasizing that the PhP2,500 fine is excessively high.
“Because I’ve seen the strict enforcement of electric vehicles on national roads in the news, it’s really pitiful, and we should give them the opportunity to understand the new rules and how to adjust,” President Marcos said.
“And a PhP2,500 fine is a hefty penalty for them, so let’s give them one month to understand what they should do,” the chief executive added.
The President also highlighted the importance of providing sufficient time for the MMDA and the LGUs to gather information on implementing the regulation.
